Most times the alarm is connected to the horn for the sound and if the horn is bad you will not hear anything.
One of two things are possible causes. First is the horn itself is bad, you didn’t say what year truck it was but the older it is the more likely that could be the cause. The second and most likely possibility is a bad electrical or grounding connection or at the horn. You mentioned that you’d checked the fuse so that possibility is eliminated.
The horn is located under the fender well on the driver’s side. Remove the electrical connection and clean it, then remount the horn itself to be sure there’s not corrosion between it and the fender well. You should also test the horn itself by direct connection while you’ve got it off.
