Is my Honeywell rth3100c thermostat wiring hooked up correctly?
The wires on the thermostat are hooked up as such.
Six wires
(white) to Aux jumpered to E
(yellow) to Y
(green) to G
(red) to R
(blue) to B
(brown) to C
O and L are left unwired
Everything works good but the outside electric heat pump (RHEEM) runs constantly and does not shut down when the thermostat is in the off position and also when there is no air blowing inside.

You didn’t give enough information but I can tell you the industry standard.
white = heat
Green = fan
red = 24V power
Brown = common
Orange = usually reversing valve
Yellow = cooling
Unfortunately, thermostat wiring in houses does not always follow the standard color coding. Your best bet is to check how the wire colors match up on the heater side.
I ran into this problem myself — bought a new thermostat, disconnected the old one, and checked the directions. And the first thing it said was to label each wire as it was connected on the old thermostat!
where were the wires hooked to before you changed t- stat orange wire is for your switching valve wont work correctly need more info
